They were created because of the Articles of Confederation. In the past, the colonies had difficulty enacting legislation or making any changes to the governing structure because any adjustments required agreement of all 13 member colonies. By changing this to a simple majority vote (on many issues), the states were given much more flexibility in being able to deal with the needs of the day.
