The first continental congress was only called for because of the tyranny that was being experienced. They tried to send a peace treaty with the British and tried to resolve their problems with words.
However, the second continental congress was the congress that declared independence from the Crown and eventually the one that ratified our constitution after the Articles of Confederation.
