"Settlers were given land and, in return, were expected to farm and
build on it" is the best option since this was a major entity in the colonial period.

The headright system was created in 1618, in Virginia, according to this system the first settlers were given land and, in return, were expected to farm and build on it. They would receive 50 acres in the first 13 colonies territories. This strategy seemed quiet effective because many  people moved and lived in the colonies and they focused on farming tobacco. Plenty of the first settlers were sponsored to move to the colonies and in exchange they worked for at least 5 years in the new territories, in order to pay the cost of their travel and to own the land.
