"declare and conduct war" was really the only real power granted to Congress under the Articles of Confederation, which is why the Constitution was introduced.

Under the Articles of Confederation, the Congress had the power to direct the post office, negotiate with foreign powers (including Native American tribes), pay the war debts, maintain an army, appoint military officers, create and regulate currency, and to declare war and agree to peace with other armies.
However, it did not have the power to levy taxes to the states to pay for those things, and they were forced to print more money and the continental dollars became depreciated, this eventually brought the newly independent America to an economic disaster.
