2) Bills or Resolutions: Bills are legislative proposals that, if approved, become laws, while resolutions are expressions of opinion or intent by a legislative body that do not have the force of law.
These two forms, bills and statutes, and bills and resolutions, represent different stages and types of legislative actions within the law-making process.
