General Zaroff is the character in the famous "The Most Dangerous Game" written by Richard Conner in 1924.
Based on his desire to hunt humans we can infer that General Zaroff is a skilled hunter and his skills are of such a level where he does not enjoy hunting common animals anymore rather than he want to challenge the human reasoning and intelligence when he hunts them, along with that we also infer that he is a barbaric and cruel person who has no regard for humanity or human values.
