Can somebody explain the question to me? I don't quite get it.

Today's economy is competitive. Explain at least two ways you would market yourself and make yourself the "candidate of choice" for the position you select. Also describe how you would go about obtaining the required education and developing the skills to take on the necessary responsibilities.

Today's economy is competitive.  - this means that you need to compete with others for the position you want to have

 Explain at least two ways you would market yourself and make yourself the "candidate of choice" for the position you select. - this means you need to make yourself attractive to your future boss: for example showing your abilities and experience

Also describe how you would go about obtaining the required education and developing the skills to take on the necessary responsibilities. -

Say you want to be a programmer - then you would enroll in many programming courses and complete them with good grades.
You can also organise an internship at a company - this would show your future boss that you can work well in a team
