giving land to new settlers, the land was good for growing tobacco and other cash crops.
I'm assuming the answer will be : offering 50 acres of free land to practically anyone would could pay for their own way there.
Or they can use it for farming. The large amounts of land and increased availability of labor allowed for the growth of plantations..
