The Embargo Act of 1807 is an act for the American shipping and market.The purpose of the act was to prohibit U.S. vessels from trading with European nations. The idea was to stop the conflict with Britain, which seized American ships that were taking goods to France. The act restricted the way that goods were taken to and from the U.S., France and Britain.Ships were controlled to be fully bonded and their the crews protected. So, one positive outcome of the Embargo Act is that is set a precedent by establishing the United Stated stand on neutral rights and reluctance to become embroiled in European conflicts.

The Embargo Act brought many a misfortune to the Union. One issue was that the sailors' whose job was to import items from other countries could not do this as much. Another issue was that prices and quickly earnings fell.

The intention of the Embargo Act was to show Britain and France that America had gone neutral and for the two countries to respect America because of its neutrality. It sent this act out to put tariffs on foreign goods so that America's trading with other countries would significantly reduce. In the end, this act ended up hurting America more than it hurt Britain or France. It was a huge failure and was later repealed.

So, we can see that by this information it is not B or C. There were no mentions of relations with Indians during this time of the Act so it is not E (matter of fact, the Union despised Indians more than it would accept them in the older days). And D was not mentioned as a success either.

I do know that A did happen. Sailors would make excuses saying that a heavy storm lead them to the European ports and that they had no choice but to trade. This became a huge thing towards sailors in trying to sneak back into business. This is why I would think that the answer is A.
