Meter creates a specific rhythm to a poem. When the rhythm is the same throughout, the reader "bounces" through the poem based on the rhythm and knows what is expected next. When the meter changes, the reader often stops or slows down while reading which emphasizes any key words. Paraphrasing does not keep the meter of the poem. Meter is created by syllables so syllables will not be overlooked.
