The growth of federal bureaucracy can be linked to centralization whereby the federal agencies are developed and expanded to handle all the functions of the state such as defence, revenue and taxes, immigration, environmental policy and is or should be expanded to meet the needs of a growing population if through birth or immigration. This growth will occur where the government sees the value of these services and realizes that the provision of these services is a key element in the smooth functioning of a modern democracy.
