In July 1996, Florida implemented a Graduated Licensing law which contained curfew provisions which restricted teenage driving at night.

Graduated Licensing is aimed specifically to help teenagers gaining needed experience in driving before actually taking the test to obtain the driving license. To obtain this licensing, the teenagers need to pass three steps:
1. Supervised learning period.
In which at least one person who already had a drivers license had to present during the driving.
2. Intermediate license.
No longer need supervision, but the time when teenage drivers could use the car is extremely limited
3. Intermediate license.
no longer need supervision and limited curfew.
