The government reflects what the society is like. If men were angels, that is if they didn't inhibit each other's natural rights and if they didn't become tyrants who rule with an iron fist and not with the rule of law, there would be no need for a government. If men are without principles so is the government. If men are angels, then there's no need for a government because they would work together and help each other and live in harmony.
