The correct answer is to fix the Articles of Confederation.
The Articles of Confederation was America's first constitution after becoming independent from British control. The Articles of Confederation was highly ineffective for several different reasons, including the inability of the federal government to: organize a standing army, collect taxes, or enforce federal laws. This is why delegates from the thirteen different states met at the Constitutional Convention, as they knew this constitution needed to be changed. After much debate, the delegates realized that trying to fix the Articles of Confederation would be extremely difficult. Instead, they developed a brand new constitution that we still use today.
