They had trouble writing a new constitution because they were scared of giving to MUCH power to the Federal government but then giving to LITTLE power to the federal government as well.They were scared that if the federal government had to MUCH power, then it would result in a Dictatorship or similar government. But then if they gave them to LITTLE Power then they had no guarantee of protection.
