slope = 3
(-5, 8)

y - 8 = 3 (x + 5)
this is point slope form

y - 8 = 3x + 15
y = 3x + 23

A line that is parallel will have the same gradient. So far the equation is y=3x+c. To work out c, you substitute in your coordinate it passes through.

8=(3 times -5)+c
8=-15+c
C= -7
