"She really doesn't teach torches, nor does she hang upon the cheek of night."
 These are just metaphors used to help explain romeo's feelings for her and how he sees her as something great.

I would say a simile. That is a comparison between two things and Juliet is compared to "a rich jewel in an ethiope's ear". But in the first act there are also alliterations such as "teach the torches," "burn bright,". personification is also in the first act "cheek of night". So this is a tough question to really answer.
