Calcium chloride - [tex] CaCl_{2} [/tex] has one Ca atom and 2 atom of chlorine.
When it is dissolved in water, it disassociates into [tex] Ca^{2+} [/tex] and [tex] 2Cl^{-} [/tex]
Thus, the concentration of [tex] Cl^{-} [/tex] ions will be double than that of [tex] Ca^{2+} [/tex]
Or we can say the ratio of [tex] Cl^{-} [/tex] : [tex] Ca^{2+} [/tex] = 2:1
