Arizona, New Mexico, and Nevada must honor the Native American reservation treaties drawn up by the Federal government for the Native American Nations.
These determinations of territory are the responsibility of the Bureau of Indian Affairs, which is an agency of the Federal Government of the United States of America.
For that reason, it's safe to say that the Federal Government drew up the American Reservation treaties.
