I think his trying to connect that two through promotion of people's rights. Waging war for him is all about preserving civil liberties. The right to live and enjoy the priveleges of the state can only be attained when there are no dangers of beligerent coutries that are detriment to have these rights.

The Cold War was a war of ideologies that was waged between the United States and the Soviet Union after World War II. The main reason why these two countries disagreed with each other was due to the fact that the United States supported capitalism, while the Soviet Union supported communism.

President Eisenhower believed that communism was a danger to freedom and to the protection of civil liberties, and he drew a parallel between the Civil Rights movement and the Cold War. He believed that both movements were dedicated to the protection of rights and liberties, and therefore, he believed the United States was justified in trying to prevent the spread of communism all over the world.
