f(n) means the function as it applies to n miles
$15 is your base fare
40 cents becomes $.40
You pay $.40 per mile so that is $.40n
And it is $15 plus the $.40 per mile so you have $15+$.40n
When you put that all together it is:
f(n)=$15+$.40n
