Johnson's reconstruction plan was more severe than Lincoln's in the sense that it called for the complete disenfranchisement of ex-members of the Confederacy. Many in Congress saw this as too harsh, and feared it would lead to further rebellion. Congress also feared that this would create a large-scale shift in wealth from the wealthy aristocracy to the farmer class, which was viewed as a threat to the South's stability.
