If you have a negative exponent, then you have to put it in the denominator. For 3^(-2), you have to put it as $\frac{1}{3^2}$ , then you square it, so it will be $\frac{1}{9}$ . 

Anything to the power of 0 is 1.

$-5^{-3}$ is basically $\frac{1}{5^3}$, then you cube and then it is $\frac{1}{125}$

(-4.25) to the power of 0 is equal to 1
(-5) to the power of -3 is equal to -0.008
