The separation facilities or services for both races be of equal quality.
It essentially created the separate put equal idea. The idea that even though segregated the facilities and accommodations were segregated they were the same. This simply wasn't true. The African American things were usually run down and dirty. While the white American's things were moderate to new. Even if they were equal it would still be unconstitutional to force people to separate.
