Ethos is a mode of persuasion that mentions the author's credibility, expertise, prestige or character to convince people that he or she is worth listening to. In the excerpt, when the narrator states "We (...) Representatives of the United States of America" they are using the ethical appeal to convince the audience that whatever they are going to say is valid, and trustworthy, due to their position as representatives of the U.S. who assemble in Congress.
