Since it says practices, I'm guessing two answers are to be chosen.
C. would be one of the answers, as increasing water conservation can decrease the amount of freshwater we use, and B, as many waste products get into our freshwater supplies and contaminate it

The answers are:
b-improve waste management systems; this is something that has to be addressed and invested in because the waste water is polluting the fresh water and thus making it not suitable for usage. Filters of highest standards are needed to be installed so that the waste water is purified as much as possible.
c-increase conservation; conservation of the freshwater is crucial because the resources are limited and the world population is just getting bigger, so educating the population as to how to use the water properly and not waste it is something that has to be one of the priorities.
e-reduce dependence on fertilizers and pesticides; fertilizers and pesticides used in agriculture are making huge damage because once they enter the soil partially they are washed away into the deeper layers of the ground and get in touch with the underground water. The underground waters thus become polluted and suitable for drinking, but also huge problem is that most of the underground waters are connected to the surface waters so they pollute the surface waters as well. So turning to organic fertilizers and protecting the plants with organic substances is a must.
