The perimeter is  3  times the length of each side:

p = 3s


If the perimeter is at most  45 cm, then

p ≤ 45 cm

3s ≤ 45 cm

           45 cm
s  ≤  —————
               3


s ≤ 15 cm


So each side is at most  15 cm.
