The easiest way is to look at them separately by like variables and constants.

(x^6y^14)/(x^4y^9) separate again (x^6/x^4)= x^2; (y^14/y^9) = y^5 so....x^2y^5
(3^4x^4)/(3x^2) = (3^4/3^1) = 3^3 = 27; (x^4/x^2) = x^2; answer is 27x^2
