Basically,  law is made, implemented and enacted by  Congress (bicameral) at the state and federal levels. Federal  law is a law created and approved by the senate (upper house) and overrides state law.  Thus, a true statement of federal law is that it contains detailed rules and guidelines to enforce the rules and  must be written and approved by Congress and then signed by the President. The federal governments position on involvement is somewhat unclear. Federal laws  govern the education of children with disabilities.

However, they do not require inclusion, but  significant efforts must be made to find  inclusive investment. The Individuals with Disabilities Education Act (IDEA) was amended in 1997. The concept of inclusion does not appear in the law, but requires the widest possible education of children with disabilities  in the least restrictive environment, which is interpreted as the class of education.
