If the top number the numerator is bigger than the denominator then you would have a fraction that can be turned into a mixed number.

if it is less then it is a fraction.
You can tell if a fraction is less or greater than a whole by looking at the numerator and the denominator and if the numerator is less than the denominator, then it's less than a whole. If the numerator is greater than the denominator, then it's greater than a whole.
