In his report on the commission, Mier y Terán recommended that strong measures be taken to stop the United States from acquiring Texas.
He advocated for greater garrisons to be stationed around the colonies, improved economic relations with Mexico, and encouraging more European and Mexican settlers.
Mexican authorities became more and more alarmed as the American presence in Texas rose. General Manuel de Mier y Terán was dispatched by the Mexican government to look into the matter in 1827.
He cautioned that settlers would rebel if the Mexican government did not act quickly. Terán said that the colonists and native Mexicans had developed a strong animosity owing to differences in language and customs.
The majority of the colonists' trade was done with the United States, they kept their own independent schools, and they declined to learn Spanish.
In order to exercise its control over Texas once more, the Mexican government declared an end to new immigration from the United States, imposed customs duties, set up a network of military outposts, and reiterated the constitutional ban on slavery.
However, General Antonio López de Santa Anna was elected president of Mexico in 1832, preventing a possible uprising in Texas. Many settlers believed he would transform Texas into a sovereign entity within the Mexican republic.
Santa Anna, however, disappointed many by demonstrating much less adaptability while in power. He established himself as dictator of Mexico in 1834 after overthrowing its constitutional government.
