Constitutional” refers to the reality that government in the United States is based on a Constitution which is the supreme regulation of the United States.
A chief purpose of the Constitution as drafted by using the Convention was once to create a government with adequate energy to act on a national level, but besides so plenty energy that indispensable rights would be at risk.
