The Land Revision Act of 1891, passed under the administration of Benjamin Harrison, established the National Forest System (NFS). This act appropriated land,
including 15 reserves totaling more than 13 million acres, to create national parks in the West. [4] One would initially be referred to as a Forest Reserve and afterwards as a National Forest. It was the product of coordinated activity by merchants and property owners in the Los Angeles area who were alarmed by the damage ranchers and miners were causing to the San Gabriel Mountains' watershed.
