Using a saturation curve, determine how much solute needs to be added to water to make the solution saturated. Then make sure to add more then the amount you found to make the solution supersaturated

First, heat the solute to a high temperature, but not boiling. Next, dissolve the solute into the heated solution until the solute will no longer dissolve. Once that happens, take the heated solution off the heat and allow it to cool. Once the solution is cool you now have a supersaturated solution.
