The War Refugee Board was founded by President Franklin D. Roosevelt in January 1944 in response to complaints from the public, Congress, and his own administration. The mission of this brand-new government agency was to protect citizens from the developing Holocaust. They were still referred to as refugees by the time the crimes against the Jews were ultimately acknowledged as a genocide at the end of 1944.
