The three elements of all the public policies are problems, goals to be achieved and the instruments used to solve the problems.
Public policies are made by the government to address the problems faced by the citizens of the country. For the formation of any policy by the government first the problems are addressed and a goal is set for the formation of policy. The solutions laid down are then selected on the basis of the goals to be achieved. The solution should address all the parts of the problems. The instruments used in determining the solution are also very important. the instruments can be motivational talks, addressing directly to the people, laying of funds for the solution. These all steps have to be followed by the government in order to successfully form the policy and clear all the solutions for a longer term.
