In a Democratic country a Government is there to protect the people from the injustice done to them. Laws are made for the people to be equal before the law and not to oppress people with the law. If the law made by the government is biased for a certain group of people, then it might happen that people will break the law and they will not follow the government. This type of behavior is seen generally in dictatorship when a dictator rules and he may be biased towards certain group of people living in the country but within a Democratic government this does not happen as Democracy is for the people, of the people and by the people.
