We want to know T1. So we need to use Charles Law:

$\frac{V_1}{T_1}=\frac{V_2}{T_2}$

Now if we re-arrange:

$T_1=\frac{T_2V_1}{V_2}$

So T1 = (11.4 x14.8)/19.9

T1 = 8.48 degrees celsius
