Supplementary angles are two consecutive angles which measures add 180°. On the other hand complementary angles are two consecutive angles which measures add 90°. In this case angles 1 and 2 share one of their sides. The remaining side of angle 1 is in the same line as the remaining side of angle 2. This means that their measures add 180° which means that angles 1 and 2 are supplementary.
