In normal circumstances, a few elements will be breaking the octet rule, mostly for having to few electrons, for example, Hydrogen, Beryllium, and Boron will not obey the octet rule. But atoms like Fluorine in the Group VII, they will usually obey this rule, since they are so close to the stability that having 8 electrons will give them, therefore Fluorine will obey the octet rule, having a -1 charge, but all this under normal circumstances
