Why might a conductor not allow for enough current flow?

In order that a current flows through a conductor it is necessary that a voltage is applied to the conductor. It is becasue the free electrons on the conductor move at random speeds and direction, which result in a zero flow of free electrons trough a surface area (and then a zero current).
