The length of the bulletin board can be determined as,

[tex]\begin{gathered} l=\frac{1728in^2}{34in} \\ l=50.82in \end{gathered}[/tex]

The total length of the p number of papers should be less than or equal to the length of the card board,

[tex]11p\leq50.82[/tex]

The total height of the p number of papers should be less than or equal to the the height of the card board,

[tex]8.6p\leq34[/tex]

Thus, the above two inequalities is the required solution.
