so,

4/3b + 2 = 4 - 1/3b

recall this can also be written as

4b/3 + 2 = 4 - b/3

4b + 6 = 12 - b

so lets collect like terms

4b + b = 12 - 6

5b = 6

divide both sides by 5

5b/5 = 6/5

b = 6/5

so option A is the correct option
