we write the equation of the form y = mx +b

$\begin{gathered} 3x+5y=15 \\ 5y=-3x+15 \\ \frac{5y}{5}=-\frac{3x}{5}+\frac{15}{5} \\ y=-\frac{3}{5}x+3 \end{gathered}$

therefore m = -3/5 and b = 3

the slope of the parallel line is the same

then:

$\begin{gathered} y=mx+b \\ -3=-\frac{3}{5}(-5)+b \\ -3=3+b \\ -3-3=3+b-3 \\ b=-6 \end{gathered}$
