Applying petroleum jelly over the leaf would not affect the rate of transpiration because stomata are located under the leaves. Stomata are the structure utilized by the cell to release water during transpiration. But applying petroleum jelly underneath the leaf would block stomata, reducing the rate of transpiration to the point of killing the plants, even if they are being supplied with water and sunlight.
