We will replace the values in the general equation of a line, that is:

[tex]y-y_1=m(x-x_1)[/tex]

So:

[tex]\begin{gathered} y-4=-\frac{2}{3}(x-3)\Rightarrow y-4=-\frac{2}{3}x+2 \\ \\ \Rightarrow y=-\frac{2}{3}x+6 \end{gathered}[/tex]

Now, from this we can see that when x = 0, y = 6, so we can plot the line, that is:
