What is the rate of the plane in still air and what is the rate of the wind

The rate of the plane is basically the speed of the plane, the speed is given by:

v = Speed
d = Distance
t = Time
So:
Against the wind:
[tex]\begin{gathered} v=\frac{1740}{3} \\ v=580\frac{\operatorname{km}}{h} \end{gathered}[/tex]With the wind:
[tex]\begin{gathered} v=\frac{6720}{8} \\ v=840\frac{\operatorname{km}}{h} \end{gathered}[/tex]The rate of the plane is:
(840+580)/2 = 710 km/h
The rate of the wind is:
(840-580)/2 = 130 km/h
