Distance = 1 1/2 miles = (1x2+1) /2 = 3/2 miles

Time = 1/5 hour

Speed rate = Distance / time

Replacing:

[tex]\text{speed rate = }\frac{\frac{3}{2}}{\frac{1}{5}}[/tex]

To divide we can multiply by the inverse of the second fraction:

Speed rate = 3/2 x 5/1 = 15/2 miles per hour
