1) As the line has a slope m=2/5 and a y-intercept = -3

Then we can write y=2/5x -3

2) Now let's plot that, setting a table with at least 3 values for that

x | y

0 -3

-1 -3.4

2 -2.2

With these points, we can trace a line.
