The equation of a linear is given as:

y = mx + b

Where m is the rate of  change and b is the initial value

The table have the pairs (0, -3), (1, 1), (2, 5) and (3, 9).

Using the point (0, -3) and (1, 1):

y - (-3) = [(1 - (-3))/(1 - 0)](x - 0)

y + 3 = 4x

y = 4x - 3

The equation is y = 4x - 3
